My brother's widow is from a town 150 miles south of Kharkov. Her mother has recently fled there and has come to the States. Her mother's been here before to visit and has a passport. She said before the Russian invasion, the area was very Russian friendly, but that all changed. Her cousin is in Kharkov and was going to flee to her mother's apartment but then there was a missile attack on her town, Lozovaya Her cousin's elderly parents are southeast about 20 miles from the Russian border and they are upset that the mayor there quickly surrendered and all the bridges are out so her cousin can't get to his parents either.
She told me a few years ago they've been upset about Putin taking Crimea, "He just took it". She used to work in Moscow and that's where my brother met her and she used to identify as Russian, even though she is Ukrainian. After Crimea, she identified as Ukrainian. She said even though the area she's from did remain Russian friendly per se, they were upset about Crimea. She said she has friends and family also in Moscow and they've been upset about this invasion.
It's one hot mess and our government is deep in it. However, I don't think Putin is all that and he aligns with all the bad actors: China, Cuba, Venezuela, etc. My brother's widow says Putin's rhetoric has been about putting the USSR back together, but they thought it was just rhetoric.
I really don't know how she feels about Zelensky and the coup to install him.
Those are pretty typical views from someone that used to live in Moscow. Moscow is similar to DC in the sense that it has an overwhelmingly euro-centric view of the world compared to the broader population. If I had to guess, I'd say she's probably college educated as well. Then she got an MBA here and works in a private company that contracts with our state government on child welfare.

The Budapest Memorandum is a pretty much toothless document. The only action that the US, UK and Russia are obligated to undertake is that they “will consult in the event a situation arises which raises a question concerning these commitments.” - So they were commitments without any binding obligations or means of enforcement attached to them. Russia, along with every other country on the planet, has a right to defend itself from threats, regardless of any treaties or commitments that may be in place.
Russia controlled the launch codes and weapons systems centrally. The weapons were useless without the centralized Russian control systems. Post soviet Ukraine didn't have the capabilities to utilize them or repurpose the fissile materials. They were in no position to bargain for anything. It was a deal hashed out by the super-powers, with a corrupt Ukrainian government cutting deals to enrich themselves by turning over weapons they couldn't use anyways.
They were let out an hour later for an illegal protest. I linked to the poll showing 68% approval. More people per-capita in Russia approve of the war than people per-capita approve of Trump here in America.
